              Everyone  has a natural right to the protection of his person
          and  property. He has the individual right to protect himself and
          his  property.  If  he is  unable  to  protect  himself from  the
          criminal elements,the police  are obliged to protect  him. If the
          police are unable to protect him he has the right  to hire others
          or  to  enlist  the  aid  of  volunteers  for   that  protection.
          U.S.  Militia  is being  organized  to  train  people to  protect
          themselves and or to hire out to protect the persons and property
          of  their  neighbors.  The  organization is  to  be  a  community
          protective agency.

               It will also be a lot  of fun. It will bring together people
          of like interests who are conceded about worsening conditions and
          intent on protecting their neighborhood.

               The fun part begins with this publication. It is the only
          magazine on community defense. It will also be the greatest
          fantasy medium for one who likes to imagine himself a super spy,
          master of weaponry and ultimate Terminator. But while other
          publications and books only feed such fantasies without giving
          authentic information, U.S. Militia will tell you how you can
          stop or even destroy anyone threatening your Community.

               In the 60s I joined several organizations, leading up to
          this. Some were dedicated to violence against "the enemy" and
          others were mainly concerned with the overall communist menace.
          The more violent groups I joined were composed mainly of
          courageous neurotics and borderline psychotics. Although willing
          to fight and die to preserve a system we didn't understand, we
          were ineffective for just that reason.

               Since  then,  the  enemy  has  faded away  but  the  anxiety
          remains. Actually, looking back,  what we named as the  enemy was
          no  real threat.  The  main thing  was the  anxiety  of a  poorly
          informed generation  experiencing the weakening of  the fabric of
          our  civilization. Our  parents had  known a  stability of  their
          system  you will  never see.  There were  few gray  areas between
          right and wrong.  Social detectives were  recognized as such  and
          "rights" were not allowed to justify wrongs.

               But  our generation  saw the  eroding of  our system  as the
          parasitic   and   disloyal  demanded   and   increasingly  gained
          acceptance. We fought it, in our ineffectual ways, and lost. Now,
          anything goes. No  crime is so  awful that the criminal  does not
          have  champions. Geoffrey  Dahmer,  who raped,  murdered and  ate
          parts  of  17 victims,  is alive  and  well. Joel  Steinberg, who
          abused  for six years and  finally murdered little  Lisa, is also
          alive  and well, while his female accomplice is free. Millions of
          other children are abused  and socially ruined by detectives  who
          should have been sterilized at puberty.
               When the second Watts  riots began, the police  were ordered
          out lest  some of the  rioters be harmed,  as this might  cause a
          riot.   The National Guard was  sent in to patrol  only after the
          rampaging morons had  finished their looting and burning. Few, if
          any, threatened lives or businesses were saved.

               Watts and the following repeats in Chicago and elsewhere
          demonstrated the  breakdown in law and  order. No so much  by the
          social detectives, who only follow their breeding and upbringing,
          but  by the inferiority of our elected officials, put unto office
          by a degenerate majority.

               The breakdown of the  law has advanced to  the point that  a
          victim,  retaliating  with force  against  his  attacker, can  be
          nudged  more harshly and with a stiffer penalty than his attacker
          gets. This will not stop. It will get worse.

               Criminality is  epidemic. On a per-capita  basis, the police
          can't handle it.  On a legal basis, they aren't  allowed to. They
          are  outgunned as it is and they're so restricted against dealing
          with  obvious wrongdoers,  arrests are  difficult. Most  of those
          arrested are  set free  and even.  Jailed murderers are  released
          because of overcrowding.

               The criminal elements, the gangs, the underachievers and non
          achievers will finally  swamp our  system to the  point where  it
          will  be unable to function. You've seen the newscasts of Somalia
          where  armed punks  steal food  from the  starving. We  have them
          here. You've seen the films from Yugoslavia where  rival factions
          want to  take over territory at  the expense of the  helpless. We
          have them here.

               As  our domestic  situation  worsens and  local, state,  and
          federal police become even  less effective, private citizens will
          have to form a  grass-roots, community-oriented militia. What you
          are reading now is a blueprint Fort.S. Militia. U.S. Militia will
          be  nothing like  the political  radicals of  the '60s.  In fact,
          politics are not involved or even allowed.

               U.S. Militia will be a community-oriented organization and,
          although  a member can express his views, he can't agitate. Look,
          if you are committed  to the spreading of "the  word", political,
          religious,  etc., you'd best go elsewhere because U.S. Militia is
          U.S. Militia, period.

               U.S.  Militia   will  answer  the  security   needs  of  the
          community. There will be a national Center  but the rules will be
          flexible to allow for  community differences. The militiamen will
          be trained in the use  of arms and also low technologies  so they
          can be gainfully employed and  useful rather than a pack  of idle
          attack   dogs   as   such   groups   in   the   '60s   suggested.

               Basically, the U. S . Militia man is  a security guard. He's
          much more but, legally, that 's his function. You may not realize
          it but the security guard has the least amount of restrictions in
          his  treatment of those who threaten the security of his clients.
          In my  youth in California, I  had a neighbor who  was a security
          guard. He was about fifty  and crazy as a bedbug. He  dressed all
          in black, with a black cowboy hat and black  cowboy boots, except
          when on duty. His only claim to  fame was a walk-on part in a  B-
          Western, which he bragged about constantly.

               He was usually a plant guard at night but would freelance at
          stores, etc., and would sometimes  patrol private homes. When  he
          caught a trespasser, he would pistol-whip him and send him to the
          emergency  ward.  He   had  killed  three  breakers-and-enterers.

               He was often hued for using extreme force. But this was only
          a show of  civic Concern by his clients. He  was most often hired
          back since  the local punks  were terrified of him.  He was never
          prosecuted. You see,  he was  actually a pretty  stupid guy.  And
          that's the image most people have of security guards. He was only
          doing his  job, like a Doberman. You don't punish a guard dog for
          tearing  up a  trespasser  and  punishing  a security  guard  for
          overreacting would only be an embarrassment.

               That was thirty years  ago, but the security guard  is still
          hardly restrained  in his treatment  of thieves. He  doesn't make
          arrests nor  does he read  a thief  his rights. After  all, if  a
          thief or  other  criminal  violates the  rights  of  another,  he
          forfeits  his  own. The  U.S. Militia  man  should have  the same
          attitude toward  the  criminal as  the  criminal has  toward  his
          victim.

               But, of course, being a security guard to any degree is only
          part of U.S. Militia's  program. You might never operate  in that
          field. U.S.  Militia training can  qualify you for  a good-paying
          position as a bodyguard,  bouncer, and anything else a  client or
          clients require in the field of security.

               Aside from  security, U.S. Militia will  have many functions
          in  the  community. Those  with  full  membership will  establish
          businesses sponsored  by the  local headquarters, which  in time,
          will provide many community needs.

               But now we'll examine the three basic facets of U.S. Militia
          membership.  First is the subscriber.  He s an  associate. He may
          never do anything.  Or he may just  study in preparation for  the
          time   he  can   be  fitted   in  to   fill  a   community  need.
          He may just be  a hobbyist who  likes to fantasize about  getting
          rid  of the bad guys. This publication will certainly prepare him
          for  that as it will have all  the knowledge necessary to destroy
          any form of tyranny a despot can impose. Subscribers will also be
          entitled  to  attend monthly  gatherings  at  local U.S.  Militia
          headquarters.

               The next  level will be the prospect.  The headquarters will
          also  be  a school.  The school  part  will have  instructions in
          weaponry,   marksmanship,   martial  arts,   covert  electronics,
          mechanics, gunsmithing, operating shop machinery, woodworking and
          even food processing.

               The prospect will  enroll in at  least one two-hour  session
          course at a  time, paying $5.00 an hour. The  instructors will be
          professionals  determined  that  the  students  will  learn.  The
          instructors   will  show  the   prospects,  demonstrate  for  the
          prospects,  lead the  prospects  through the  processes and  then
          oversee the  prospects' practice until  a level of  competence is
          gained. Then the prospects will get  a certificate of proficiency
          which will assure employment.

               Only  subscribers will  qualify as  prospects.  U.S. Militia
          will  not train  or employ  the uninvolved  or disinterested.  No
          prospect will have to  associate with people who do not share his
          interests. A plus  is that the prospect will work  and train only
          with  like   minded  men  who   are  real  friends   and  allies.

               The  elite of the outfit is the fully qualified U.S. Militia
          man himself.  He has passed  the tests  for marksmanship,  having
          fired at  least 1,000 rounds each  from the M1 30-06  Garand, the
          .38  Police  Special and  at  least 500  rounds of  the  12 gauge
          shotgun.

               After qualifying for Marksman with these weapons, the U.S.
           Militia man can choose his own arms if he has another reference,
          but if  he's so caught up in the modern glamour weapons that he's
          unable to master the one-shot-one-kill principle, he's not quali-

               The  U.S. Militia  man will  also be  adept at  hand-to-hand
          combat.  Its basis  will  be  the  1942  Super  Ju  Jitsu  course
          beginning  in  this  issue  and  combined  with  the  Army-Marine
          hand-to-hand  combat courses in PMJB  1. This will  enable him to
          subdue or eliminate any lesser-trained opponent.

               Don't write letters telling me  that your choice of  martial
          arts is better  and you've been studying  it for years or  intend
          to. Many see martial arts as a sport, a discipline, a philosophy,
          and even a religion. That's a lifetime study. U.S. Militia is for
          community defense, starting now.  There's little likelihood  that
          disciplined  martial artists will  be terrifying  communities. In
          that  instance,  they'd be  shot,  not  grappled  with. The  U.S.
          Militia  hand-to-hand  combat  courses  are meant  to  be  purely
          practical  and to  prepare  a man  to  subdue a  usually  unarmed
          troublemaker  and it doesn't take more than a few months to train
          for  that. The  Army and  Marines take  even less time  but their
          training is more intensive.

               Now we'll get down to setting up a U.S. Militia unit. First,
          those interested in setting  up a unit must be  brought together.
          You have  friends who might want to subscribe and then plan for a
          unit in your area.

               If  you would  like to  be the  focus of  your area's  U. S.
          Militia unit and  probably its  supervisor, send me  a card  with
          your phone number, city, state, and zip code. I'll list it in the
          next issues  and subscribers  in your area  can call you  and get
          acquainted.

               They won't  know your name  unless you give  it. And  if you
          feel you're talking to someone it isn't practical to deal with at
          present, just tell him  you're selecting the administrative staff
          now and you'll get back to him  when the unit is organized .  You
          just don't  want to have any well-meaning  but unnecessary people
          under foot before you have the unit ready for them.

               What  you need  at First is  men who  have money  or can get
          money. You want organizers, teachers, men  who can set up a  unit
          and  then staff  it with  people who  can do  things rather  than
          simply indulge in a lot of wishful thinking.

          First, a building  must be  rented to serve  as headquarters.  It
          should  be large.  In most  towns, and  certainly in  every city,
          there  are  large  office  buildings,  warehouses,  hotels,  etc.
          standing idle. These can be rented cheaply, often for little more
          than the cost of their upkeep.

               Headquarters  will have  the schoolrooms,  shops, lab,  gym,
          offices, etc. There will also be living accommodations for ten or
          more  live-in  U.S.   Militiamen  on  a  round-the-clock   basis.

               The school will be  the most important part of  the program.
          The teachers will be the elite  of the unit. Each class will have
          20  students and the  sessions will be  two hours at  a time. One
          teacher can  teach several  subjects.  So at  first, one  teacher
          could     still    put     in    a    full     eight-hour    day.

               Figure 20 students per class  at $5.00 per hour or  $10.00 x
          20 = $200.00. Eight hours of classes would take in $800 .00, half
          of which would go to the teacher, who could earn $400.00 per day.
          It would be  up to him  and the other  students to get  locals to
          subscribe to U.S. Militia,  then to become prospects and  sign up
          for classes.


          People who want to benefit from instruction given at U.S. Militia
          headquarters  will  have to  join  as prospects.  This  will cost
          $20.00  per month. That's partly to  weed out the hang-arounders.
          Besides, since there would  always be plenty of food,  a prospect
          would eat up that $20.00 in no time.

               Also,  he could use  the shop machinery  to work  on his own
          protects. He could  use the gym  to practice hand-to-hand  combat
          with others there.  The most  important thing might  just be  the
          camaraderie, as there would always be  someone to talk to and  he
          would never lack for friends.

               Moreover,  since U.S.  Militia will  be providing  many good
          services  in  the community,  the  prospect  can  be  assured  of
          constant  employment in  many fields.  In time,  and hopefully  a
          short  time, each  headquarters would  have manufactories  of its
          own. One has but to leaf through the four volumes of The Survivor
          to see the many enterprises  a headquarters could go in for.  And
          among  all the  prospects,  getting the  training and  management
          personnel for any project would be simple.

               When  enough   U.S.   Militiamen  qualify   as   operatives,
          headquarters  can implement  the U.S.  Militia Security  Service.
          Although I  intend to establish  a headquarters in  Harrison, the
          nearest  real town to  Alpena, Harrison  doesn't really  need the
          security service, since it  is well-patrolled and our cops  do an
          excellent job . But larger towns and cities are excellent markets
          for the service.

               Any good  unit in a fairly large town or city should be able
          to get at least 5,000 clients for a full-service patrol. The cost
          to the householder will be $15 .00 per month. There will be three
          guaranteed  drive-bys over a 24 hour period. Also, the client can
          call  in to  report  any threat,  which  will be  relayed  to the
          radio-patrol cars  of U.S. Militia.  They will be  unmarked cars,
          maybe  pickup trucks, junkers; but each with a real monster under
          the hood.

               Each  client will  have an  attractive sticker  by his  door
          warning "THIS PROPERTYPROTECTED BY  U.S. MILITIA!" Anyone  caught
          threatening the person or  property of a client will be dealt wit
          he at the discretion of the U . S . Militia patrolmen. There will
          be no reports to the police.

               In time, after  a few  incidents, the word  will get  around
          that the U.S.  Militia sticker  means bad territory,  best to  be
          avoided  by predators. It won't be long before patrolling will be
          routine with little action.

               This,  of course,  refers  to private  residences.  Downtown
          businesses and apartment houses will pay higher rates, say $30.00
          per  month  for a  business  and  another  rate  for  apartments.
          Apartment house managers or  tenant association members will con-
          tract for  a set fee. Keys to the front  door will be held by the
          patrolmen who will walk  the halls periodically or come  on call.
          One guarantee which can be made  to any store owner is that there
          will be  no fear in case of riots or civil disturbances. One unit
          of U.S. Militia would have stopped the Watts riots in a couple of
          hours as  the idiots were piled  up like cord wood  with no flack
          from the cops.

               Now  let's  play  with  some figures,  which  might  be  low
          estimates  as thing  get worse  . Say  your unit  signs  up 5,000
          householders in  the community, (businesses  and apartment houses
          not included). That would add up to $75,000  a month. There would
          be 10 patrol vehicles  for the 5,000 clients. Gas,  upkeep, $6.00
          per  hour per  40 hours  for 20  men (that's  all right  for just
          driving around) = $19,200.00, say $25,000 per month.

               So  U.S. Militia Central gets  its 20% or $15,000. Patrolmen
          plus  gas  and  upkeep,  $25,000.00. Then  the  supervisor's  10%
          or$7,500.00 leaving $27,000.00 for the unit.

               Of course,  the above  figures are unrealistic.  However, by
          the time  the unit works up  to 5,000 clients the  system will be
          worked out and with  maybe a few more vehicles,  some volunteers,
          etc.  the patrolling  will be  thorough and  the profits  will be
          high.

               Also,  consider 5,000 householders.  That's 5,000 customers.
          The  brochure  about security  sent to  every householder  in the
          community will also advertise help for everything they might need
          done: carpentry,  painting, house  cleaning, putting in  gardens,
          etc  the prices  would  be determined  by  workmen who  knew  the
          neighborhood and what the clients  could easily afford. This will
          keep all the prospects  employed all the time and  even encourage
          many to subscribe and become prospects, rust for the work.

               Of course, prospects couldn't  take liberties. There will be
          no  hustling  or  otherwise  taking advantage  of  clients.  U.S.
          Militia Central will  earn its 20% off the top  by paying for all
          the  printing,  mailing,  overseeing  and any  legal  fees,  plus
          setting up other U.S. Militia units. Each client will be urged to
          report directly to U.S.  Militia Central any dissatisfaction with
          the  service  or  dishonesty on  the  part  of  the prospects.  A
          dishonest  prospect might be ordered to his room with his pistol,
          if he's lucky.

               Any  prospect,  even  if  he's  not too  bright,  will  have
          opportunities to branch out and really be a success. But if  he's
          so stupid  as to rip off  a client, he deserves  anything he will
          most certainly  get. To disgrace the  unit will be the  mark of a
          suicidal maniac.

               Something  every  unit must  have  if its  prospects  are to
          qualify as full-fledged U.S. Militiamen is a shooting range. Most
          shooting ranges are for people who rust want to bang away without
          ever learning to shoot. Those who run them don't care whether the
          customer loams to shoot  or not. In fact, I'm pretty  sure they'd
          rather he never learned. The less competent he stays, the more he
          spends. That's not what I want for U.S. Militia.

               The kind I have in mind is one where the shooter learns with
          every shot. There  will also be instructors on hand  to make sure
          the prospects  are actually learning,  rather than just  using up
          ammo.

               Of course,  area residents will  be welcome to  practice but
          they will  be instructed also,  whether they  like it or  not and
          they  will  be charged  a  fee.  They will  also  be  shooting at
          teaching targets, not the  pussy, stationary targets they've been
          used to.  The targets will be different from what you see at most
          ranges.  The  stationary  target  is  a  sucker's  game.  It's no
          challenge. One can  finally zero  in and hit  any target after  a
          dozen  shots. But that doesn't mean anything. A live target isn't
          going to wait around for the shooter to get his bearings.

               I don't  have a design for the targets at this time but what
          I have in mind are targets that either fall down  or Tom sideways
          after  three seconds.  Also,  there should  be three  targets per
          section  or one target that  moves to a  different position every
          three seconds.  The main purpose  is for the  shooter to have  to
          correct his aim constantly and to shoot quickly.

               The mechanisms will be worked out soon.  By the time you are
          ready to build a shooting range the plans will be printed here so
          you can either have your  prospects make them or buy them  from a
          U.S. Militia factory.

               The  shooting range should be  located a mile  or so outside
          town. I suggest those organizing the unit lease of couple of flat
          acres, much of which could be devoted to commercial gardening and
          raising of chickens and rabbits.

               The range  itself should be at  least 150 feet long  and 200
          feet wide. This would  make 40 five feet wide target  areas. Back
          from  the shooting lines would be bleachers for audiences for the
          numerous  match shoots  which  should be  held  at least  weekly.
          The shooting  range should not cost much. A bulldozer would dig a
          level two-feet base and  pile the soil several feet up around the
          sides.  This would  reduce  the noise  considerably. Ideally,  it
          should be enclosed and profits from a well-run unit would pay for
          it.

          A lot of details conceding a unit will have to be worked out. But
          this will  not be difficult for  the type of men  invited to take
          part. Suffice it to  say that the unit will be  fun, instructive,
          and      even      profitable     for      everyone     involved.
